Changsha National High-Tech Industrial Development Zone (hereinafter referred to as the　‘CHTIDZ’) was founded in Oct. 1988 and was approved by the State Council as one of the national high-tech zones among the first batch in 1991. At present, there are 800 high-tech enterprises set up in the zone (200 enterprises with foreign investment). In the year of 2006, CHTIDZ accomplished a revenue of USD 10.25 billion (equal to RMB 79 billion at the exchange rate of 7.711:1, the same hereinafter) in technology, industry and trade, total output value of USD 8.95 billion (RMB 69 billion). Electronic information industry, advanced manufacture industry, new material industry and biological & medical industry form the backbone industries in the Zone. CHTIDZ also established the National Software Base (including Digital Media Industrial Base and Animation Industrial Base), New Material Transformation and Industrialization Base (including Advanced Battery Material and Battery Industrial Base), Advanced Manufacture Technology Base (including Sensor Technology Base), Hi-tech Product Export Base, Housing Industrialization Demonstrative Base, etc. CHTIDZ has over 30 companies in the leading position in China or the world, over 20 domestic or international listed companies, one general post-doctor work station and 14 post-doctor work stations, some Chinese famous trademarks, such as Jiuzhitang, Mendale, Blue Cat, Longping, etc. The total industrial production value of large-scale industrial enterprises of the Zone took up over 30％ of the total industrial production value of Changsha. The Zone has been awarded the National Model Zone constantly for five times.

        The Administrative Committee of Changsha National High-tech Industrial Development Zone, as the representative organization of Changsha Municipal Government, undertakes centralized and high efficient management for the Zone and is responsible for implementation of the relevant preferential policies granted by central and local governments. The Committee has established complete management organizations and supporting service system, and provides “Closed Model” of management and “One-stop” high-quality and high-efficiency services.
